In the adsense blog Google clarifies the confusions on placing images near adsense ads with proper examples. Google says “You can definitely place Google ads on pages containing images — just make sure that the ads and images are not arranged in a way that could easily mislead or confuse your visitors. ”
This means that publisher should not place a image in such a way that the image directly or indirectly indicate the visitor that the image is related to the adsense ad. Basically your image and its placement should not mislead the customer to click on the ads. As shown in the Adsense blog the below image example is a perfect example of Adsense policy violation.
